See below for more information.<\/p>\n<h3 style=\"text-align: center;\"><strong>SPEAK OUT FOR AFFORDABLE HOUSING AT THE\u00a0<\/strong><strong>BERKELEY CITY COUNCIL<br \/>\n<span data-term=\"goog_1064398150\">Tuesday, December 15, 2015 at 7:00 P.M.<\/span><\/strong><\/h3>\n<p>The Council is again considering actions for creating more affordable housing in Berkeley.\u00a0 We activists must be there to speak. Let\u2019s demand Council action on proposals made at the November 22 Affordable Housing Teach In.<\/p>\n<p><strong>The Agenda: More Funding for Affordable Housing<\/strong><\/p>\n<p>Three actions the City Council must take to generate $10 million and fund around 100 affordable units each year:<\/p>\n<p><strong>Increase the business license tax\u00a0<\/strong>on large landlords in Berkeley;\u00a0each 1% increase in the tax could bring in $2 to $3 million annually.<\/p>\n<p><strong>Increase the housing impact fees\u00a0<\/strong>on market-rate development to at least the\u00a0$34,000\u00a0 recommended by the Nexus study . Developers should be allowed to\u00a0avoid paying the fee by providing 20% affordable units (5 affordable units for every\u00a020 market rate units built).<\/p>\n<p><strong>Tax short term rentals\u00a0<\/strong>such as AirBnB rentals and use the new revenue for\u00a0affordable housing.<\/p>\n<p>These funds could also be used to create affordable home ownership through<br \/>\nlimited equity coops and other resident-controlled cooperative housing. In addition, the Council<br \/>\nmust:<\/p>\n<p><strong>Provide $1 million in loans to non-profit housing developers<\/strong>\u00a0to finalize their plans\u00a0for affordable housing and allow them to apply for available federal grants and tax\u00a0credits. These funds are less than 25% of the surplus the City currently has available.<\/p>\n<p>We must maintain the supply of existing Rental Housing. We need to insure that\u00a0 affordable housing is not taken off market. Ask the Council to:<\/p>\n<p><strong>Strengthen Berkeley\u2019s Demolition Ordinance<\/strong>\u00a0to protect the existing supply of\u00a0rent controlled housing.\u00a0 Each rent controlled unit must be replaced &#8212; one for one &#8212;\u00a0with housing that is permanently affordable to low and very low income\u00a0households.<br \/>\n<strong>Continue to support reassessment by ZAB\u00a0<\/strong>of demolishing 18 rent controlled\u00a0units at 2631 Durant.
