They outlined numerous recommendations\u00a0for housing, education, employment,\u00a0criminal\u00a0justice and health\/mental\u00a0health. Also,\u00a0CopWatch,\u00a0the\u00a0Peace and Justice Commission\u00a0and\u00a0Police\u00a0Review Commission all have solution-based\u00a0reports\u00a0and\/or council items that address some of\u00a0the\u00a0same problems. Councilmember Jesse\u00a0Arreguin\u00a0has\u00a0several measures ready to present to council\u00a0and\u00a0other council members are preparing items.<\/p>\n<p>The purpose of our #BlackLivesMatter Forum is to\u00a0identify recommendations for action, first with\u00a0panelists, and then in breakout groups; to develop\u00a0an Action Plan which BCA and allied groups will\u00a0<span style=\"line-height: 1.714285714; font-size: 1rem;\">advocate for with politicians and political\u00a0<\/span><span style=\"line-height: 1.714285714; font-size: 1rem;\">candidates in the coming year.<\/span><\/p>\n<p>Join us on February 21, the 50th anniversary of\u00a0the assassination of El Hajj Malik El-Shabazz,\u00a0widely known by his previous chosen name\u00a0Malcolm X.<\/p>\n<p><strong>Berkeley NAACP Recommendations<\/strong><br \/>\nThe following is an excerpt from the NAACP 2013\u00a0Report on The Status of African Americans, Low income\u00a0Families and Marginalized Communities in the\u00a0City\u00a0of Berkeley:\u00a0http:\/\/tinyurl.com\/kcsk37s<br \/>\n\u201cFor the most part, people are unaware that numerous\u00a0African Americans employed by the City of Berkeley\u00a0have lodged discrimination complaints; the\u00a0privatization of public housing has displaced African\u00a0Americans and low-income families; Berkeley Unified\u00a0School District has one of the largest achievement\u00a0gaps between Black and Brown students and White\u00a0students in the state; Berkeley\u2019s African American\/Black population has declined from over 30% of the\u00a0city\u2019s population to less than 8%; African Americans<br \/>\nhave the poorest health outcomes in Berkeley; most\u00a0mental health services are not provided in a culturally\u00a0responsive manner; and racial profiling of African\u00a0American young men is an escalating problem.\u201d<br \/>\n<strong>Employment<\/strong><br \/>\n\u2022 Create City Council Oversight Body to monitor<br \/>\nunfair hiring, promotional practices, favoritism,<br \/>\ncronyism and unfair treatment of city employees<br \/>\n\u2022 Monitor increased \u201cContracting Out\u201d of city jobs<br \/>\n\u2022 Institute annual \u201cMandatory Cultural Competency\u201d<br \/>\ntraining for all City staff<br \/>\n\u2022 Provide for oversight and accountability of the city<br \/>\nHuman Resource Department by city council<br \/>\n\u2022 Require \u201cEqual Work for Equal Pay\u201d (Salaries based<br \/>\non actual job duties not City classifications)<br \/>\n\u2022 Provide long-time hourly employees with full-time\u00a0benefited positions; especially in the Parks,\u00a0Recreation and Waterfront Department<br \/>\n\u2022 Put in place an Oversight Committee for the City of\u00a0Berkeley Labor negotiation process<br \/>\n\u2022 Employ the 360\u00a0Performance Evaluation process\u00a0for all city staff, including Department Directors,\u00a0Deputy Directors, Managers and Supervisors<br \/>\n\u2022 Institute annual evaluation for the City Manager by\u00a0council<br \/>\n\u2022 Employ an external comprehensive city audit to\u00a0review city staff personnel matters every 3 years<\/p>\n<p><strong>Housing<\/strong><br \/>\n\u2022 Demolition Ordinance will include the replacement of\u00a0all affordable housing that is demolished<br \/>\n\u2022 Obtain more oversight and accountability for\u00a0Berkeley Housing Authority<br \/>\n\u2022 Pass new regulations and\/or incentivize developers\u00a0to offer more housing at below-market rates<br \/>\n\u2022 Increase development of affordable housing<br \/>\n\u2022 Implement the 1990 South Berkeley Area Plan<\/p>\n<p><strong>Criminal Justice<\/strong><\/p>\n<p>\u2022 Abolish the BPD\u2019s Drug Task Force<br \/>\n\u2022 Ban unmarked police cars from making traffic stops<\/p>\n<p>&#8230;&#8230;
